I am writing to enthusiastically recommend TLC Nursing. I worked with TLC for about three years, first starting in 2020 when I served as Director of Operations for the Department of Disabilities, Aging and Independent Living (DAIL) and then after I was appointed as DAIL Commissioner in March of 2021, until my departure from DAIL in January 2024.

I first reached out to TLC in the fall of 2020, while looking to stand up an emergency staffing pool for long term care facilities impacted by COVID-19 outbreaks. TLC quickly became an integral component of Vermont’s nation leading COVID-19 response. TLC was consistently an excellent partner – responsive, engaged, and accountable for the quality of service provided. Over the course of the subsequent couple of years, this contract evolved to include a far broader scope of services than just the long term care response, and TLC stepped up to provide staffing supports more broadly across the Agency of Human Services program portfolio. TLC proved themselves as a reliable contractor and trusted partner throughout the COVID-19 pandemic.

I have also had excellent experiences with TLC beyond this particular contractual engagement. TLC has consistently demonstrated innovation, creativity, and partnership with the highest levels of customer service.

This letter is to serve as recommendation for TLC Nursing and Katelynn Audette, COO, for their application to supply healthcare professionals for the UVMC Health Network. I have served as the Director of Nursing at Thompson House Rehabilitation and Nursing for approximately 3 years, and began working closely with Katelynn and TLC at that time.

During the pandemic, our facility was fortunate to have benefited from Vermont’s Covid19 Rapid Response staffing program for Long Term Care Facilities. TLC worked closely with the State in order to send us nurses and nursing assistants urgently when our facility was in outbreak and our staff were sick, during a timeframe when the isolation period was up to 14 days. From Oct 2021 until the program ended in the spring of 2023, TLC orchestrated approximately 120 different healthcare professionals to staff our facility on an urgent basis. This involved communicating closely, at all hours of the day, in order to send staff to our facility on sometimes hours notice. This program was vital to our success as a small non-profit skilled nursing facility
providing high quality care to our residents and supporting our nursing team. Outside of the rapid response team, Thompson House has had over 50 long-term contracts with TLC since my time as Director of Nursing. The timeframe of our contracts have ranged from 2-week contracts to fill temporary shift needs, up to 1 year of renewing individual contracts. The staff that TLC has sent have been professional, aware of compliance regulations, kind, hardworking, and great team players, some of whom have since joined our staff.

Katelynn and her team are also quick to react and resolve any issues that have come up with TLC
contracted nurses or nursing assistants. If there have been any concerns with their staff that
couldn't be resolved reasonably, they would send a replacement often within the next shift.
During our state survey, we requested an urgent contract replacement, and Katelynn said she
would send the “best of the best” - she did, and we had no deficiencies in the nursing department
and that nurse continued to work for us for a longer contract.

TLC Nursing has fair business practices. They have negotiated various rates to be competitive,
and are prompt to send any reports needed for our federal reporting or grant submission requests.
Compared to other agencies that we have worked with, I have never seen such a quick
turnaround time to fill shift needs, most every other has at least a 1-3 week turnaround. Their structure of providing housing and transportation support for their staff is also unique, and likely
supports their prompt response.

TLC Nursing supported our building so significantly during the pandemic and ongoing. I cannot
speak more highly of Katelynn and her team. The UVMC Health Network partnering with TLC
would be a benefit to the healthcare community as a whole, and would provide peace of mind to
have high-quality care members as part of your organization.

I have worked with several members of the team at TLC Nursing, and in my opinion their experience and capabilities would make them an ideal partner for helping solve a wide variety of staffing needs for UVMC. They are proactive communicators with their internal teams as well as the clients they serve, and do an excellent job of asking thorough and comprehensive questions to understand exactly what the needs of a facility are and will actively make suggestions to ensure the unique needs of each unit they support are met. They are well versed in the challenges that come with being a trusted staffing partner for large healthcare systems, including their Trauma I facilities, and are incredibly well prepared to support a large influx of positions across all specialties and areas of care.

The Client Management team has consistently demonstrated a track record of success when leading their Recruiters to focus on fulfilling the specific, and oftentimes difficult to fill needs of their facility partners. They do this by understanding the uniqueness of each position, unit and facility that they are working together with. The large candidate pool they have access to is incredibly valuable, but that combined with the teams ability to automatically highlight and share the most pressing needs with the candidates means the team is very quickly able to identify which candidates are interested in them. The team goes beyond simply pitching a job based on unit, shift and pay as well. When a Unit Manager has specific experience or qualifications they are seeking, the Client Managers will go above and beyond to ensure only the highest quality candidates are submitted for consideration. They believe that they are connecting candidates with people, not simply trying to fill a job with a body who on paper meets some criteria. The team has demonstrated that they strive to make certain candidates will be a strong culture fit in addition to having the necessary skills to be successful on the unit they will be joining.

One other item that always impressed me with how this team works is how quickly they can act on and fulfill needs. The automated systems they have in place allow for near instant updates to be shared with the recruiters regarding the status and priority of jobs as they are opening, which helps provide a unique way to ensure strategic alignment with the facility and needs. The Client Managers also have real time access to the candidate pool and often are able to proactively identify potential fits and which recruiter(s) have those active candidates in their pipeline. In summary, this team is well positioned to be a strong strategic partner for UVMC. They will offer counsel and advice when necessary, help reduce costs when able, and quickly become a trusted resource for the stakeholders they interact with at all levels of facility leadership.
